Consultant Opportunity: Inclusive Climate Finance & Local Access

Policy-facing research to support global and national advocacy on climate finance

CBM Global Disability Inclusion Federation is seeking an experienced consultant (or small team) with strong climate finance expertise to lead a research initiative on inclusive climate finance, focusing on how global climate funds reach national and local levels – and how access can be improved for disability organisations.

The research will inform CBM Global advocacy at COP31 and beyond, supporting engagement with global climate funds, donor governments and national climate finance authorities to advance more accessible, accountable and locally led climate finance.

Scope of the Assignment

The consultant will:

Work from an existing concept note to develop and agree a detailed TOR, aligned with current and emerging climate finance architecture

Analyse selected global climate funds and finance mechanisms in 3 countries (Kenya, Indonesia and Nepal) with a focus on local access, governance, eligibility and decision-making

Identify design features and funding modalities that enable or constrain access for local actors, including Organisations of Persons with Disabilities (OPDs)

Apply a localisation and power analysis lens across global–national–local finance flows (i.e. who controls and allocates resources, how priorities are set and whether OPDs and other marginalised groups are meaningfully included, or systemically excluded, from accessing funding)

Generate policy-relevant findings and recommendations to support advocacy at international and national levels

Contribute to a high-quality, accessible policy-facing report articulating “what inclusive climate finance looks like” in practice. This will identify catalytic finance at the global level, and present a detailed national level review of different modalities, design features and distribution mechanisms, with particular focus on Kenya, Indonesia and Nepal

The work will draw lessons from inclusive funding pathways and examples where funding to local actors has been unlocked (e.g. lessons from womens networks, Indigenous organisations, youth groups)

CBM Global will provide disability inclusion and OPD expertise and facilitate access to partners and advocacy platforms as needed. An advisory committee will provide governance to this work.

Deadline for completion of work is 30th September 2026.

Consultant Profile

We are particularly interested in candidates with:

Substantial experience in international climate finance, including global funds and national climate finance systems

Strong understanding of finance modalities, governance, accountability and access mechanisms

A track record of delivering policy-facing research that informs advocacy or institutional reform

Experience engaging with international climate policy processes and national stakeholders

Strong analytical and writing skills, including political economy or power analysis

Experience working with civil society and locally led actors in LMIC contexts (strong advantage)

Expertise in disability inclusion is not required as this will be supported through close collaboration with CBM Global and partners.

Indicative budget: EUR 20,000
